一、项目建设背景
　　乐亭县位于河北省城镇体系规划确定的沿海城镇发展带上，也是唐山市提出的“四点一带”上的重要一点。唐山市总体规划确定乐亭县城职能是唐山市南部农产品流通中心、旅游服务中心、京唐港配套服务基地。为做大做强乐亭县城，我县编制了总体规划，对全县生产力布局、产业结构调整和城镇职能进行了调整，对县城职能赋予了新的思路，确定了用地布局的原则，即县城主要以生活居住、商贸服务、行政办公、文化娱乐等生活性设施为主，实施“退二进三”战略，重化工业向沿海地区转移，在沿海地区形成临港产业聚集区。县城保留劳动密集型企业、农副产品加工等作为中小企业发展用地，平衡县城就业，促进城区提高规模效益。县委、县政府提出在县城规划区东北部建设城区创业园，为中小企业发展创造良好的发展环境，提供相关政策支持，为中小企业创业提供机遇。
　　二、项目建设条件
　　规划用地位于乐亭县城区东北部，北外环从园区内穿过，规划面积5280亩，其中一期占地664.69亩。城区创业园建设以其独特的区位优势、便利的交通条件、已有的工业基础、难得的土地存量等特点成为我县中小企业发展的有力平台。
　　该区为工业用地，是县城的一部分，园区给水、排水、电力、电信、燃气、热力各项市政工程，与县城共用市政设施。
　　三、产业布局：
　　整个园区划分为五个产业片区，分别为信息产业区、生物工程产业区、通用设备制造区、食品加工产业区、产业转移区。
　　1、电子信息产业区：以软件开发、电子信息等高新技术产业为主；
　　2、生物工程产业区：以生物工程产业为主；
　　3、通用设备制造区：以工艺品制造、文教体育用品制造为主；
　　4、食品加工产业区：以农副产品加工为主；
　　5、产业转移区：主要是转移城区内退二进三优质企业。
　　Project of Venture Park in Laoting County Seat
　　I．Background:
　　Laoting county is located on the coastal developing belt in Hebei provincial cities and towns system, which is also one improtant point of “four points, one belt” planned by Tangshan city. In the overall plan of Tangshan city, Laoting will become agricultural products circulating center in the south of Tangshan, tourism service center and auxiliary service base for Jingtang port. In order to make the county seat bigger and bigger, the county readjusted the production distribution, industries composition and towns functions. The county seat is mainly for residing, business and trade service, administrative work, culture and entertainment. The heavy chemical industry will be developed mainly in the coastal area, where the adjoining-harbour industrial accumulation park will be formed. In the north-east area of the county seat, a Venture Park in Laoting County Seat will be set up, which supplied a good development environment and large opportunity for the small & middle sized enterprises.
　　II. Conditions:
　　    The venture park is planned in the northeast area of Laoting county seat. The north Ring Road passes through the park. The planning area is 5280 mu including 664.69 mu in the first phase. With unique location, convenient transport, existing industry foundation and  land resources, the venture park will become a platform for the development of small & middle sized enterprises. As it is a part of the county seat, the civil infrastucture will be shared together with the county seat.
　　III．Industry Distribution:
　　The park is divided into five industrial area, including electronic information industry zone, bio-engineering industry zone, general equipment manufacturing zone, food processing industry zone and industry transfering zone.
　　(1) Electronic information industry zone: The main industries are hi-tech industry, such as: software development and electronic information.
　　(2) Bio-engineering industry zone: Developing the biological engineering industry initially.
　　(3) General equipment manufacturing zone: To manufacture handicrafts, cultural & educational products and sport products mainly.
　　(4) Food processing industry zone: To process the agricultural and sideline products.
　　(5) Industry transfering zone: To suppress the second industry and develop the third industry in the city proper,  the good corporates will be transferred into the zone.
