一、项目背景：
　　乐亭县临港产业聚集区地处环渤海经济中心区域的京唐港区腹地黄金地带，于2008年被列为河北省循环经济示范试点，规划占地面积约120平方公里。南北纵贯唐港、迁曹两条铁路，唐港高速、沿海高速、环渤海公路，形成了园区便捷的交通网络。目前已有签约项目32个，涉及总投资达1497.54亿元，已实施项目21个，占地面积33331亩,土方回填面积21000亩，各项工作正在稳步推进。
　　为提升项目承载能力，乐亭临港产业聚集区以科学发展观为指导，大力完善基础设施建设，逐步把临港产业聚集区打造成为扩大双向开放、推动项目建设的优质平台。
　　二、项目建设内容
　　1、聚集区路网二期工程：
　　目前，乐亭临港产业聚集区道路及管网工程施工图设计已全部完成。园内规划道路共18条，总长67.98公里。其中：黄海路、天津道、北海西路、塘沽北道已竣工通车。二期工程拟开发建设老米沟东侧10条道路，总长45.28公里，涉及总投资16.1亿元。其中横向道路分别为：①北海东路全长2140米，涉及给排水及其他管线、绿化面积，总投资10684.8万元。②渤海东路全长4185米，涉及给排水及其他管线、绿化面积，总投资19339.2万元。③黄海路全长4171米，涉及给排水及其他管线、绿化面积，总投资26334.72万元。④东海路全长2343米，涉及给排水及其他管线、绿化面积，涉及总投资13249.76万元。⑤南海路全长1591米，涉及给排水及其他管线、绿化面积，总投资8009.12万元。
　　纵向道路分别为：①旅顺道全长1585米，涉及给排水及其他管线、绿化面积，总投资8007.2万元。②大连道全长3756米，涉及给排水及其他管线、绿化面积，总投资16601.92万元。③锦州道全长3959米，涉及给排水及其他管线、绿化面积，总投资22266.88万元。④秦皇岛道全长4004米，涉及给排水及其他管线、绿化面积，总投资16281.28万元。⑤北戴河道全长4171米，涉及给排水及其他管线、绿化面积，总投资20134.72万元。
　　2、造地工程：
　　该造地工程分A区、B区、C区三个区域，拟首先实施A区和C区造地工程。A区造地工程：本区设计回填造地总面积为410万平方米（约为6150亩），回填设计高程平均为3.2米（1985国家高程系统），该区域主要为精细化工工业园和装备制造工业园用地。项目投资规模：98331.1万元。C区造地工程：本区设计回填造地总面积为436.2万平方米（约为6543亩），回填设计高程平均为3.15米（1985国家高程系统），该区域主要为装备制造工业园用地。项目投资规模：105399.21万元。经过回填后，产业聚集区内土地增值，用出让土地取得的利润作为收回投资方式。
　　3、污水处理厂及配套管网工程：
　　主要建设内容：乐亭县临港产业聚集区污水处理厂工程规模为8万m3/d，日产中水4万立方米。占地129.6亩，投资估算：18667.73万元。
　　Infrastructure Construction in
　　Adjoining-harbor Industry Accumulation Area
　　I. Project Background
　　Covering an area of 120 km2, Laoting Adjoining-harbor Industry Accumulation Area was approved recyclable economy demonstration park by Hebei Provincial Government. Two railways, two highways and a cycling Baohai-road constitute the convenient transportation net. Now there are 32 projects with total investment of RMB 149.754 billion yuan constructed in the park. The projects occupied an area of  33331 mu and the backfilled land reached to 21000 mu.
　　In order to promote the capacity for constructing projects, the park has perfected the baic facilities actively, made efforts to attract investments and promoted the regional economy.
　　II. Project Construction Content
　　(1)The second phase of the road-network in the accumulation area:
　　At present, the designs for the road works and pipe network have been completed. There are 18 roads with total length of 67.98 km altogether. Now Huanghai road, Tianjin road, west Beihai road and north Tanggu road have been opened to traffic.
　　In the second stage, 10 roads will be built in the east of Laomi ditch, including 5 transverse roads and 5 logitudinal.
　　The transvers roads are: 2140 meters long of east Beihai road, 4185 meters long of east Bohai road, 4171 meters long of Huanghai road, 2343 meters long of Donghai road and 1591 meters long of Nanhai road.
　　The 5 longitudinal roads are: Lushun road with 1585 meters long, Dalian road with 3756 meters, Jinzhou road with 3959 meters long, Qinhuangdao road with 4004 meters long and Beijaihe road of 4171 meters long.
　　(2) Backfilling works:
　　The backfilling works will be carried out in three different areas, i.e. A, B and C. In the first stage, A and C areas will be backfilled.
　　In the A area: The total area is 4.1 million m2 and the backfilling height is planned to be 3.2 meters. The refine chemical industry zone and equipment manufacture zone will be set up here. The total investment will be RMB 983.3 million yuan.
　　In the C area: The total area is 4.362 million m2 and the backfilling height is planned to be 3.15 meters. The equipment manufacture zone will be set up here. The total investment will be RMB 1053.99 million yuan.
　　After being backfilled, the land in the industry integration park will be added value. The profits from land acquisition can recover the investment.
　　(3) The sewage treatment plant and supporting pipe networks:
　　Covering an area of 129.6 mu, the sewage treatment plant will process 80000 m3 of water every day. The total investment will be RMB 186.68 million yuan.
