　　该项目位于环京津休闲旅游产业带的重要节点，乐亭作为京津后花园，该地区的经济战略支撑地位日趋明显。位于乐亭三色旅游中的蓝色和绿色的旅游线路上，周边的海岸线延伸有北戴河、南戴河、新戴河等北方著名的滨海旅游区。临港产业聚集区和京唐港的快速发展，多家大型企业在该区域的落户和高度聚集，对城市建设和配套服务设施，相关产业的孵化成长等都形成了巨大的需求市场，且前景广大。

　　二、项目建设内容
　　依托滦河口独具特色的旅游资源，重点开发建设滦河口生态旅游区，规划范围为乐亭县东部大滦河与二滦河之间112平方公里。主要建设内容为：1、森林公园规划意向：由林区主要道路将森林公园分成林业拓展区、林业保育区、康修疗养区、森林主题区和影视基地。在二滦河园对岸规划了游艇码头，并结合商业，形成颇具特色的综合娱乐区；2、滨海风情小镇规划意向：滨海风情小镇规划面积接近10平方公里，初步容纳5万人。小镇被二滦河分成河西和河东两个片区，其中河西片区的南部是拆迁安置区。小镇南部靠近乐亭临港产业聚集区是商务研发区域，为开发区和工业园服务。3、滦河口分区规划意向：充分利用大滦河口省级生态保护区的优势，以先保护，后规划为原则。湿地公园，以保护为前提，设置多处观鸟区，给游客呈现出群鸟欢飞的壮丽景观。捕捞港，结合现有的捕捞渔港，建成捕捞、加工、贸易、旅游等多功能于一体的旅游观光休闲渔业捕捞港。

　　1. Unique tourism resources
　　Laoting boasts unique and distinctive tourism resources. Within the county is Puti Island, the largest island in North China and as international bird-watch base. It is famed for its peaceful and serene environment as well as its wild and elegant scenery. Yuetuo Island is a natural bathing place and an ecotourism resort. Laoting also has the national forest park JiangGezhuang, the Xiangyun Island forest farm and the Qianshui Gulf bathing place with wide and sandy beaches.
　　2. Fruitful tourist resources
　　Laoting has a splendid sightseeing belt of hundreds miles long which comprises the Shanhai Pass, Beidaihe, Nandaihe, the Gold Coast, Laoting Beach and Laoting as a line. Every year 1 million tourists have been received.

　　As in the center of the Circum-Bohai-Sea area, the project is located on the important node of the leisure tourism industrial belt around Beijing and Tianjin. The development zone will be built on the Blue and Green tourist routes, along the stretching coastline of which there are many famous seaside scenic spots, such as Beidaihe, Nandaihe and Xindaihe.

　　II. Project Construction Content
　　Behind the uniqe character of the Luanhekou tourisom, it is very important to  construct the Luanhekou ecology tourisom area, of which the size is 112 square miles between Daluanhe and Erluanhe. The key contents include: (1) forest park;  (2) seaside athem town; (3) division of Luanhe river mouth.
