一、项目建设优势
　　1、风力资源丰富
　　依据现有的测风数据，乐亭沿海及海域风资源的开发价值较高，预计陆域可装机容量（剔除相关因素）在40万千瓦以上，海域装机容量在300万千瓦以上，开发浅海风电场的空间很大。
　　2、太阳能资源丰富
　　乐亭地势平坦开阔，年均日照2579.1小时，太阳能资源丰富，电网建设较完善，推广太阳光伏发电的条件极其优越。
　　3、绵长的岸线资源
　　乐亭县海岸线长124.9公里，占河北省海岸线的25.65%，所辖海域多为0至-20米水深的近海，是河北省第一沿海大县，拥有丰富的海浪资源，具备浪涌发电的条件。
　　4、秸杆资源丰富
　　乐亭是农业大县，耕地面积94万亩，唐山地区农作物面积870万亩，每年可产生近200万吨的秸杆，丰富的秸杆资源，为生物质能发电提供了充足的原料保障。
　　二、项目建设内容
　　依托乐亭的资源优势，重点开发利用太阳能、风能、海洋能、生物质能及地热能等新型能源。
　　乐亭是国家卫生城、园林城，同时又是著名的北方滨海旅游区，为使乐亭环境更清洁，拟在县城周边建设生物质能热电联产项目。一方面促进农民增收，另一方面解决县城冬季供热替代燃煤锅炉。目前城区供热总面积为183万平方米，远景供热面积将达600万平方米。

　　I. Project Construction Superiority
　　1. Abundant Wind Power
　　According to the available data for observation wind, the wind resource will be developed with high-value. It is estimated that the installed capacity would be 0.4 million KV in the terrestrial area and 0.3 million KV in the sea area.
　　2. Plenty Solar Energy
　　With flat and broad terrain, Laoting boasts abundant sunshine. The annual sunshine time can be 2579.1 hours. So there is superior condition to spread the solar energy generation system.
　　3. Prolonged Coastline
　　With 124.9 km long coastline, accounting to 25.65% of Hebei Province’s coastline, Laoting is the bigest coastal county in Hebei Province. Its sea area is 0~20 meters deep in the offshore. Because of the rich ocean resources, Laoting meets the wave electricity generation condition.
　　4. Fruitful Straw Resources
　　There are 0.94 million mu of cultivated land in Laoting County and 8.7 million mu in Tangshan City. Every year 2 million tons straw may be produced. The rich straw resource has provided the sufficient raw material for the biomass energy electricity generation.

　　Taking full advantage of the abundant resources to develop new kinds of energy including solar energy, wind energy, ocean energy, biomass energy and geothermal energy.
　　As a famous seaside scenic spot in the north of China, Laoting county is not only the state-level healthy city, but also the state-level garden city. In order to make the county cleaner and more beautiful, the biomass power combined with heat supply will be constructed. On one hand, the project can increase farmers’ income. On the other hand, it can settle the problem of supplying heat in winter. At present, the total area of heat supplying covers 1.83 million m2 and will reach 600 million m2.
