临港产业的快速崛起,现代农业的稳步发展,专业交易市场的不断扩大,都为乐亭物流业的发展提供了强烈的需求支撑。依托便捷的交通运输体系,发展现代物流业存在比较优势。
一是区位条件优越。乐亭临港毗京,处于交通要地。位于我国经济发展的第三大增长极——环渤海经济圈的中心地带,面向东北亚经济区,处在京津唐秦四个中心城市交叉辐射区域。
二是运输方式齐全。
海上交通:境内的京唐港区位于唐山市东南80公里处的渤海北岸,东距秦皇岛港64海里,西距曹妃甸港30海里。目前,已建成1.5~10万吨级散杂、件杂、多用途、集装箱、水泥专用、原盐专用、纯碱专用、煤炭专业化等各种功能泊位28个,形成了煤炭、矿石、钢铁、集装箱、液化产品运输五大业务板块。吞吐量达亿吨,运输货种涵盖钢铁、矿石、煤炭、原盐、纯碱、水泥、粮食、汽车、玻璃、成套机械设备、液化石油气等,其中,钢铁、矿石、煤炭三个货种运量超过千万吨,开通了直达全国沿海沿江港口的集装箱内贸航线和内支线,散杂货物运输航线通达50多个国家(地区)、120多个港口。
陆上交通:境内有两条铁路(唐港铁路和迁曹铁路)、两条高速公路(唐港高速和沿海高速)、六条省道,与京哈铁路、大秦铁路、京秦铁路、京沈高速、唐津高速等国家交通运输大动脉紧紧相连,大大缩短了与北京、天津、内蒙等地的时空距离,具备了承接京津和东北亚经济辐射,面向海洋、走向世界、跨越发展的基础和条件。
三是仓储条件完善。在京唐港建有3000平方米保税仓库,可为企业进出口提供保税服务。
二、项目建设内容
以唐山及周边城市的钢铁企业及其他外贸进出口企业为服务对象,建设以集装箱分拨中心和装备制造业产品区域分拨中心为主要内容的现代化物流中心。主要建设内容包括集装箱分拨中心、堆场、装备制造产品区域分拨中心及配套办公服务设施。
现代物流产业园规划面积6平方公里左右,毗邻京唐港3#港池,以钢铁、建材、大型装备、石油、化工、汽车整装及零部件等物流项目为重点。

I. Project Construction Superiority
With the Adjoining-harbor industries rising fast, modern agriculture's developing with steady steps, the specialized trading markets’ unceasing expanding, the logistics's development are in urgent demand. Depending on the convenient transportation system, the development of the modern logistics has much comparison superiority.
(1) Superior location. Laoting is near from Beijing and neighbouring with harbors. Facing to the northeast Asia economic zone, Laoting is located at the center of circum-Bohai Sea economic circle which is the third growth pole in China, and occupies the radiation region overlapped by Beijing, Tianjin, Tangshan and Qinhuangdao cities.
(2) Complete transport mode.
Ocean shipping: The Jingtang Port area is located in the north shore of Bohai Sea, 80 kilometers away from Tangshan. It is 64 nautical miles away from Qinhuangdao port and 30 nautical miles away from Caofeidian port. Now there are 28 berths with the capacity of 15-100 thousands tons in Jingtang harbor. The transportation goods cover steel & iron, ore, coal, crude salt, soda ash, cement, grain, automobile, glass, mechanical device, liquified petroleum gas and so on. Linking to 50 countries (area) and more than 120 harbors, Jingtang harbor has ranked top 18 among the national coastal ports on the throughput and No. 16 on foreign trade cargo throughput.
Transportation on the land: There are two railways (TangGang, QianCao), two highways (TangGang, Yanhai) and six provincial roads in Laoting. These lines connect with some national transportation arteries such as JingHa railway, JingQin railway, DaQin railway, JingShen expressway and TangJing expressway. They greatly shorten the traveling time to Beijing, Tianjin, and Inner Mongolia.
(3) Good warehousing condition. There are bonded warehouses covering 3000 square meters in the harbor development zone, which can provide the bonded service for the enterprises.
II. Project Construction Content
Serving the iron & steel enterprises surrounding Tangshan as well as the import & export enterprises, the logistics center concludes container distribution center and manufacture products distribution center. So the container distribution center, storage ground, distribution center and office facilities will be constructed.
The modern logistics center is planned to cover an area of 6 square kilometers adjoining to No. 3 basin of the Jingtang Port. The steel & iron, building materials, large-scale equipment, petroleum, chemical products, automobile parts are regarded as the key in the logistics industry.
