一、项目建设优势
　　1、资源优势
　　（1）煤炭资源
　　唐山地区煤炭储量丰富，达60多亿吨。跻身中国企业500强的开滦集团，在全国煤炭“100强”的排名中，位居第14名，预计2010年煤类产量将达到5000万吨，资源储备达233亿吨。
　　（2）原盐资源
　　唐山南堡盐场是世界第三、亚洲第一的盐场，占地面积300平方公里，年产量188万吨；位于县境内的大清河盐场原盐生产能力可达到50万吨。
　　（3）石油资源
　　境内石油储量丰富，新发现的冀东南堡油田其生产腹地就在乐亭海域，储量规模达10亿吨。
　　丰富的煤炭资源、原盐资源、石油资源，能够保障化工产业的原料供应。
　　2、土地优势
　　化工产业是乐亭县临港产业聚集区重点发展的产业之一。化工是一个产业集群，用地面积大，而乐亭县临港产业聚集区土地资源丰富，且聚集区规划用于发展化工产业的土地为盐碱荒地和沿海滩涂，不存在拆迁安置问题，开发成本小，有足够的发展空间，这些都为发展化工产业提供了良好条件。
　　二、项目建设内容
　　依托资源优势，重点发展新型煤化工、盐化工、石油化工产业。目前唐山旭阳化工、唐山佳华煤化工、中润煤化工等公司都取得了良好的发展。以这些企业为重点，充分利用其上游煤化工产品，如煤气、煤焦油等开发煤气制甲醇、甲醇制烯烃、焦油深加工、粗苯精制及其下游煤化工产品。依托丰富的盐资源，以盐化工及其产品的深加工、合成材料项目为特色，实施盐化工产业，围绕盐、建材玻璃、离子膜烧碱、电石、PVC管材等产业链项目大力推进。

　　I．Project Construction Superiority
　　1. Resources Superiority
　　（1）Coal resource
　　In Tangshan area, the coal reserves is rich, amounting to more than 60 hundred million tons. One of the Chinese Top 500 Enterprise , Kailuan Group is situated 14th among the national coal “Top 100”. It is estimated that the quantity will amount to 50 million tons by 2010 and the resources reserve will amount to 23.3 billion tons.
　　（2）Crude salt resources
　　Covering an area of 300 square kilometers, Tangshan Nanpu Saltern is the first saltern in the Asia and the third in the world. The annual output can reach to 1.88 million tons. In the boundary of Laoting county, Daqinghe Saltern may produce 500,000 tons of salt.
　　（3）Oil resources
　　The newly found Jidong Nanpu oil field is situated in the sea area of Laoting, whose reserve reaches 1 billion tons.
　　Taking full advantage of abundant coal, crude salt and oil resources, Laoting will develop coal chemical industry, salt chemical industry and oil chemical industry. Tangshan Xuyang, Tangshan Jiahua and Zhongrun company have been established here successively.
　　2. Land superiority
　　The chemical industry is one of the important industries in Laoting Adjoining-harbor Accumulation Park. Large area of  land will be needed to develop the chemical industry. There are rich land resources in the accumulation park. The planned land for the chemical industry is waste land and coastal tideland where there aren’t any relocation and placement problems. Low cost and high potentiality have provided the good condition for developing chemical industry.
　　II．Project Construction Content
　　To taking full advantage of the resources superiority, coal chemical industry with new types, salty chemical industry and petroleum chemical industry will be taken priority to develop. At present, Tangshan Xuyang Company, Tangshan Jiahua Company and Zhongrun Company have been operated very well. Taking these enterprises as the key points, using fully the coal chemical product from its upstream, it is up to develop the downstream product, for example, gas to alcohol, methyl alcohol to alkene, tar intensive processing, crude benzene purification and so on. Furthermore, we can take full advantage of the rich salty resources to develop the salty chemical industry and the product intensive processing.
