一、项目建设优势
　　省级临港产业聚集区——河北乐亭临港产业聚集区，规划占地120平方公里，是河北省循环经济示范区，累计投入16.9亿元，水、陆、电、讯等基础设施逐步完善，已成为乐亭经济跨越发展的重要战略平台。
　　按照聚集区的规划，装备制造业是区内重点发展的六大产业之一，在乐亭发展装备制造业有如下优势：
　　1、原料供应充足
　　首钢迁址曹妃甸，河北省现在已经发展成为中国北方乃至全国最大的钢铁产业集群。2008年河北钢铁集团钢产量3300万吨，规模居全国第二位、世界第四位，2009年进入世界500强。唐山凭借着钢铁产业升级和整合，品种齐全，是全国重要的钢铁基地。乐亭境内百万吨规模以上的钢铁企业已达四家：首钢宝业、唐山中厚板、河北德龙钢铁、中冶恒通薄板。正在建设中的首钢宝业钢铁有限公司及唐山中厚板材有限公司船板年产量可达1000万吨，将打造成亚洲乃至世界最大的船板生产基地。
　　2、海陆运输便捷
　　发展装备制造业，运输条件极为关键。对于大型装备来说，海运局限性较小，陆运则有很大的局限性。因此，在海洋运输便捷的地区发展装备制造业存在着比较优势。位于乐亭境内的京唐港是河北省唯一一个综合性港口，年吞吐量达亿吨，已开通直达全国沿海沿江港口的集装箱内贸航线和内支线，散杂货物运输航线通达50多个国家（地区）、120多个港口。
　　3、市场优势
　　装备制造业是为国民经济发展和国防建设提供技术装备的基础性产业。2005年中期以来表现出突出的增长态势，利润增速远高于工业利润增长的平均水平。2006年6月，《国务院关于加快振兴装备制造业的若干意见》出台，提出振兴装备制造业的20条措施，从鼓励发展的领域到进出口、税收、资金等方面的支持都有指导性意见，2007年，出台具体的优惠政策鼓励装备业的发展，装备制造业面临加快增长的有利环境。目前，我国对装备制造产业具有长盛不衰的市场需求，全球整体工业化水平仍然较低，装备制造产品尤其是工程机械具有广阔的市场空间。
　　4、人力资源丰富。
　　位于唐山市区的河北理工大学、唐山师范学院、唐山学院等九所高等院校以及106所职业技术学校每年可向社会输送4万名各类专业技术人才，为企业提供了丰富的劳动力资源。
　　二、项目建设内容
　　以精品钢材基地为依托，发挥海陆运输便捷优越的条件，发展具有较高科技含量和附加值的装备制造产业，重点发展造船、重型装备、大型装备、石油机械、海洋机械工程、风电设备等产业。
　　海洋运输是国际物流中最主要的运输方式，中国已经成为世界上最重要的海运大国之一，海运事业保持快速增长势头，港口吞吐量和集装箱吞吐量分别以年均16.5%和30%以上的速度发展。因此，兴建国际船舶经济园项目，努力搭建船舶科研设计中心，发展修造船基地，组织船舶配套产业平台。规划占地面积18平方公里，共分为五大板块，一是船舶修造板块，二是船舶配套集群板块，三是港口物流板块，四是国际船舶科技研发板块，五是生活服务板块。
　　坚持节约资源和保护环境是我国的基本国策，政府对开发投资可再生能源制定了一系列的优惠政策，国内迅速兴起了一股投资风电产业的热潮，风力发电设备的需求不断加大，风电设备市场有巨大开发潜力。因此兴建风力发电设备生产项目，主要生产风机设备及关键零部件，包括风机、电子配件、控制系统、测风设备、维护工具等。丰富的风能资源已吸引了华能、国电、国能、大唐等企业纷至沓来。其中，中国华能公司投资兴建的4.95万千瓦风力发电项目已正式并网发电，目前正在实施二期工程。
　　Equipment Manufacture Industry
　　I．Project Construction Superiority
　　Covering an area of 120 km2, Laoting Adjoining-harbour Industrial Accumulation Park was approved as the provincial adjoining-harbour industrial accumulation area and circular economic demonstration area in Hebei Province. Until now RMB 1.69 billion yuan has been invested in the infrustructure construction including water, power, road and communication.
　　According to the plan of Laoting County Adjoining-harbor Industry Accumulation Park, the equipment manufacturing industry is one of six leading industries in the area. The superiorities for developing equipment manufacturing industry are as follows:
　　1. Sufficient material supply.
　　With Beijing Steel Corporation being relocated to Caofeidian, Hebei Province has become into the biggest steel and iron industry colony in North China and even in the country. In 2008, Hebei Steel & Iron Group’s output reached to 33 million tons. Its scale occupied the second position in the nation, the fourth in the world, which made the group become one of the Top 500 in the world in 2009. Because of the steel & iron industries upgrading and gathering, Tangshan with the great variety of the good  is the national important metallurgical base. Including Beijing Steel Corporation, Tangshan Heavy Plate Company, Hebei Delong Steel & Iron Company and Zhongyehengtong Thin Plate Company, there are four enterprises that hold 1 million tons scale. The output of Beijing Steel & Iron Limited Corporation and the Tangshan Medium Plate Company can reach to 10 million tons annually, which make Laoting become the biggest deck production base in Asian and even in the world.
　　2. Convenient ocean shipping.
　　It is the transportation condition that is extremely essential to develop the manufacturing. Comparing to the transportation on the land, the ocean shipping does not have so many restrictions. Therefore, the area where there has convenient transportation condition enjoys the advantage to develop the equipment manufacturing industry. Jingtang Port located in Laoting County is the only one  comprehensive harbor in the Hebei Province, of which throughput amounts to a hundred of million tons. Now it opens directly to the national container domestic trade route and the branch along the river and the disperse & mixed goods traffic routes link to more than 120 harbors in more than 50 countries (area).
　　3. Rich labor resources.
　　In Tangshan urban district, there are 9 institutions and 106 vocational & technical schools including Hebei Science & Technology University, Tangshan Normal School, Tangshan Institute, which may provide 40,000 talents every year. So the enterprises can be provided with rich labor power.
　　II．Project Construction Content
　　Relying on the high-quality steel product base and taking full advantage of  the convenient superiority, to develop equipment manufacting industry with high technology content and added value, especially to prioritize shipbuilding, heavy equipment, large-scale equipment, petroleum machinery, sea mechanical engineering, wind power equipment and so on.
　　Ocean shipping is the main mode in international logistic. With the rapid development of China’s economy, China became one of the important countries in ocean shipping. The throughput in the harbors and the containers have increased by 16.5% and 30% separately. So it is necessary to construct the international ships economic park. The plan area covers 18 square kilometers, which is divided into five areas: (1) ships repairing area; (2) ships counterpart cluster area; (3) harbor logistics area; (4) international ship technology research area; (5) life service zone.
　　It is a basic national policy to save natural resources and to protect the environment. The government has formulated favorable policies to encourage the development of recyclable energy. Upsurge to invest in wind-power has been raised rapidly. Then the equipment for wind-power generation will be in urgent need and its market is very optimistic. Therefore, it is important to construct the project of producing wind-power generation equipments, which is main to produce the key parts of wind-power equipment, including air-blowers, electronic parts, control system, wind-measuring equipment, maintenance tools and so on.
