一、项目建设优势
1、资源优势
唐山地区矿产资源品种多、储量大、分布集中、易于采选。同时,作为环渤海地区的能源原材料基地,煤炭、耐火材料、焦炭、电力等资源供应充足。位于唐山境内的开滦集团,是河北省目前最大的煤炭企业,2008 年煤炭产量3286万吨,预计2009年全年产煤4000万吨。已在乐亭落户的唐山中润煤化工有限公司、唐山佳华煤化工有限公司、唐山通宝焦化有限公司等多家煤化工企业,焦炭年生产能力达到1000万吨,已成为国内最大的焦炭生产基地。目前,国内很多钢铁企业进口铁矿石的比例不断加大。在我县境内有年吞吐能力一亿吨的港口——京唐港,其主要货物为煤炭、矿石、钢材等。因此,乐亭借助这一优势发展钢铁产业具备充足的物质基础。
2、土地优势
乐亭海岸线长达124.9公里,占河北省海岸线的25.6%,是河北省第一沿海大县。全县海域面积2398平方公里,潮间带以上至海陆分界线面积588平方公里,潮间带面积111平方公里,0至-5米海域130平方公里,-5至-10米海域156平方公里。滩涂、荒地全部都可以通过回填进行造地,用于承接项目建设。
3、运输条件优越
(1)海上交通。河北省唯一一个综合性港口——京唐港位于县境内,是经国务院批准的一类口岸,年吞吐量达亿吨,货种涵盖煤炭、钢材、矿石、原盐、纯碱、水泥、汽车、成套机械设备、液化石油气、集装箱等十多大类数十个品种,运输航线通达50个国家和地区、120个港口,与秦皇岛港、曹妃甸港、天津港呈链式布局、互为呼应,已在环渤海地区形成分工协作、集群发展的港口群,逐步建设成为兼备水运、铁路、公路、管道等多种运输方式于一体的综合性、多功能、现代化大港。钢材的运输通过海运,既可以增加运力,又可以降低运输成本。
(2)陆路交通。境内有两条铁路、两条高速公路、五个高速公路出口、六条省道,与京哈铁路、大秦铁路、京秦铁路、京沈高速、唐津高速等国家交通运输大动脉紧紧相连,拉近了与北京、天津、内蒙等地的距离。
二、项目建设内容
结合国家钢铁产业调整和振兴规划,全力打造现代化的精品钢铁基地,努力建成一条能源消耗低、经济效益好、科技含量高、市场竞争力强的主导产业链条。以首钢宝业、唐山钢铁股份有限公司、中冶恒通冷轧技术有限公司、德龙钢铁等企业为依托,优化提升钢铁产品结构。拉长钢铁产业链,重点发展高强度造船板、压力容器板、桥梁板、管线板、精品棒材、精品线材等产品。同时加快钢铁产品的双向延伸,推进装备制造业发展。

IProject Construction Superiority
1. Resources Superiority
The mineral resource in TangShan is various, centralized, large-numbers, and easy to mining. At the same time, as the Circum-Bohai Sea region's energy and raw materials base, the supply of the coal, the refractory materials, the coke and the electricity are sufficient. Kailuan Group located in Tangshan, is the largest coal enterprise in Hebei Province. In 2008 the output of coal was 32.86 million tons and it will be expected to be 40 million tons in 2009. There are many coal chemical industry enterprises like ZhongRun, JiaHua and TongBao which have been settled in Laoting. Their production capacities of coke can reach to 10 million tons, and then Laoting has bacome the largest coke production base in China. Therefore, with these advantages, Laoting has the sufficient material superiority to develop the iron & steel industry.
2. Abundant Land Resources
Laoting has 124.9 kilometers of coastline, accounting to 25.6% in Hebei Province. There are 2398 km2  of sea area, 588 km2 area from the intertidal zone to the sea-land boundary, 111 km2 of intertidal zone, 130 km2 of sea area with 0~-5 meters deep and 156 km2 of sea area with -5~-10 meters deep. The intertidal zone and the developable land can be backfilled for the project construction.
3. Convenient Transport Conditions
(1) Ocean shipping: Jingtang port, the only comprehensive port in Hebei Province, is located here, whose annual throughput can reach to million tons. It is a first-class open port in the country, collaborated with QinHuangDao Harbor, CaoFeiDian Harbor and TianJin Harbor.
(2) Transport on the land. There are two railways, two highways, five highway exits and six provincial roads, connecting tightly with JingHa railway, DaQin railway, JingQin railway, JingShen highway and so on.

According to the national plan to readjust and promote iron & steel industry, fine-steel base will be set up by develop a leading industrial chain with low energy consuming, good benefit, high technology and strong competitiveness. Depending on Beijing Steel Corporation, Tangshan Iron & Steel Group Corporation, ZhongYe Group, Delong Iron & Steel Corporation, it is up to promote the steel production structure. In order to lengthen the steel industry chain, it is important to develop ship plate with high strength, pressure container plank, bridge plank, pipeline plank, fine bar material, fine wire material and so on. Simultaneously to speed up bidirectional extending of the steel & iron products and advance the equipment manufacturing industry development.
